Milei lines up seven bills for summer Congress sessions
Government publishes bills it will seek to pass in Official Gazette; Budget and labour reform top the list.
President Javier Milei has set out his legislative agenda for the summer period of special Congress sessions, seeking to make use of strengthened support in the chambers after recent political alignments.
Milei formalised the call for sessions, scheduled between December 10 and 30, with the publication of Decree 865/2025 in the Official Gazette.
Signed by the President and Cabinet Chief Manuel Adorni, the measure restricts debate to a defined package headed by the 2026 Budget bill and a series of fiscal, labour, criminal and environmental initiatives.
First up on the list is the 2026 budget bill, which foresees a balanced or slightly surplus financial result for the state.
Alongside it, the government has included two core proposals: the Fiscal Innocence Bill, which the Executive says would update criteria of responsibility and the burden of proof in tax matters; and the National Commitment for Fiscal and Monetary Stability Bill, designed to create a rules-based framework to limit the deficit, fix spending parameters and curb monetary printing or debt issuance.
Labour reform is another pillar of the agenda. The government plans to submit a Labour Modernisation Bill in the coming days, outlining changes to working regimes, severance structures, hiring rules and internship arrangements – measures officials say are intended to bring legislation in line with new forms of employment.
The initiative is expected to draw resistance from unions and opposition lawmakers.
The Executive also intends to send a Criminal Code reform to Congress, focusing on modernising offences and penalties.
Rounding out Milei's wishlist is a bill to amend Argentina’s Glacier Protection Law, which would revise current restrictions to “reconcile environmental protection with investment needs," according to government sources.
Any modification is likely to attract scrutiny from environmental groups and provincial authorities, especially in mining regions.
